Enable Rules Capability

For the Rules capability in Blueprint to be available you must enable it.

The setting for this appears in: Settings -> Instance -> RPA Management -> Migrate -> Settings

Rules Wizard

For the Rules Wizard capability in Blueprint to be available, in addition to enabling rules (above) you must also have a live API connection with Power Platform. To configure this see article Microsoft 365 Authentication Settings.
